Facilitating or compromising inclusion? Language policies at Swedish higher education institutions as workplaces

Abstract Research has suggested that Swedish higher education institutions’ (HEIs’) language policies may exclude some academic staff from work-related activities due to (dual) monolingual ideologies requiring one language at a time. This study, based on the analysis of twenty-one language policy texts, investigates HEIs’ policies using a lens of inclusion at workplaces with linguistic diversity, drawing on concepts from diversity management and language policy for democracy of inclusion. All documents examined began with statements of HEIs’ values relevant to the policies. Inclusion was seldom explicitly emphasized, although policies suggested ways to facilitate it. We argue that some of the approaches – namely, taking a top-down monolinguistic approach to language choice, requiring staff to be highly proficient in both Swedish and English, and offering unspecified language support – reinforce language-based in-groups and out-groups, likely compromising rather than facilitating inclusion. Another approach, emphasizing individuals’ rights to choose what language they use, facilitates inclusion only if support is provided for everyone’s understanding. Providing immediate language support and encouraging bottom-up, flexible language choice were less common approaches but seem particularly likely to facilitate inclusion. Our analysis suggests that policies prioritizing successful communication, not specific languages, facilitate inclusion and help employees develop job-related language and intercultural communicative competence.

Workplace bullying, stress, burnout, and the role of perceived social support: findings from a Swedish national prevalence study in higher education

ABSTRACT Being exposed to workplace bullying is a stressful experience commonly associated with detrimental mental health consequences. Social support however has shown to be protective against such negative effects of bullying. This study used cross-sectional survey data to ascertain the prevalence of workplace bullying and examine its interplay with stress, burnout, and perceived social support among employees of higher education institutions in Sweden. Data was collected online in 2021 from 15,080 employees (47.5% response rate) of 38 higher education institutions in Sweden. Frequency statistics showed that the prevalence of workplace bullying was relatively low among participants. Using hierarchical regressions, workplace bullying was found to be significantly positively associated with stress and burnout, respectively. Suggesting that as bullying increases, so does the experience of these outcomes. Moderation analyses showed that perceived social support moderated those relationships – reducing stress and burnout when bullying exposure was low to moderate. However, the protective benefits appear to fade when bullying intensity increases. This study provides the first glimpse into these specific occurrences within Swedish education settings. Future research that follows up on these findings is required, yet this study lays the base knowledge of understanding to be built upon.

The decollegialization of higher education institutions in Sweden

ABSTRACT This article surveys current management ideals of higher education institutions, and our analytical focus is on the balance between line management and faculty self-governance. It presents an empirical study of evolving governance structures including all 31 public sector higher education institutions in Sweden. The point of departure is the Autonomy Reform of 2011, which resulted in a deregulation of the Higher Education Act, and a loss of constitutional support for collegial bodies. To assess the consequences of the reform, we have examined collegial bodies and academic leadership posts before the reform (2010) and after (2020). Our findings show escalating line management in the appointment of academic leaders, a diluted role for collegial expertise, and a loss of decision-making authority for collegial bodies. What we observe is the decollegialization of higher education institutions. Our study contributes to the existing literature with an unusually comprehensive and fine-grained analysis of the consequences of new managerial ideals at the local institutional level.

Initiating and Anchoring an Academic Course on Societal Collaboration:

Collaboration between academia and society has become a key priority for many higher education institutions (HEIs). In Sweden, this is partly driven by political calls to secure the long-term provision of knowledge, innovation and competitiveness. At the system and institutional level, responses to this are reflected in governance structures and strategic documents. However, those strategic responses often fall short and attempts to organise for collaboration are often met with scepticism, and, in practice, micro-level changes are slow. This paper asks why that is the case by reflecting on the experiences gained from initiating and anchoring a course on societal collaboration at a Swedish HEI. We analyse the experiences from this bottom-up initiative by building on the notion of reflexivity. Our study contributes to research on managing and organising collaboration at HEIs by highlighting and illustrating the need to adopt a scientific approach – to use scientific knowledge – and engage (more) in reflexivity when organising to ensure societal collaboration. Efforts to produce collaboration cannot be expected to be solved by ‘someother’, but require strategy to be aligned with practice. We conclude our reflexive inquiry with implications for research and practice.

Open Science Roadmap for Swedish Higher Education Institutions

In the spring of 2021, a National Open Science Roadmap for Swedish Higher Education Institutions (HEI) was adopted by The Association of Swedish HEIs. The roadmap’s eight principles aim to guide the HEIs’ development of local structures and processes, speed up their concrete actions and encourage their collaboration in the shift to Open Science. The recommendations are concentrated on specific measures for open access to research data and research publications at HEIs. The primary target group for the roadmap is university management at Swedish HEIs. In the spring of 2022 the roadmap is to be supplemented by an action plan for Open Science.

Gender mainstreaming in Swedish academia: translating policy into practice

ABSTRACT This article investigates how Swedish higher education institutions (HEIs) conceptualized and organized the 2016 Swedish government directive to gender mainstream their operations. The directive provided the general guidelines for the programme Gender Mainstreaming in Academia (GMA), which was to be implemented by HEIs between 2017 and 2019. This analysis draws on interviews with people at 13 HEIs responsible for, or in other ways participating in, the development of tailor-made gender mainstreaming plans (GMPs), which served as the starting point for the GMA programme. Using organizational translation theory, the article explores how the informants translated gender mainstreaming, as a broad policy strategy, into more specific conceptual and practical terms to fit their local contexts. The analysis focuses on how these gender mainstreaming translation processes were organized and who was invited to participate in the process. The results highlight how the organization of the translation process, the appointment of translators and the local translation of the GMA programme were guided by different principles, most often resulting in an integrationist rather than transformative translation of gender mainstreaming. The limitations and potentials of different translations of gender mainstreaming in relation to achieving organizational change and ultimately a more gender-equal organization are discussed.

To be or not to be a technical university: organisational categories as reference points in higher education

Classifications of higher education institutions into categories that are more or less clearly differentiated through prestige and status are legion in the world of higher education. The notion of parallel categories with comparable statuses, such as those of different types of universities, is however much less well understood. This paper investigates how universities navigate between such alternative categories. We examine boundary work and institutional change involving Swedish higher education institutions with significant activity in engineering sciences in order to analyse how actors relate to ideas regarding the category ‘technical university’ as an ideal potentially distinct from that of the broad, comprehensive university. Analysis of two cases in the second half of the twentieth century shows that for engineering faculty, a focused technical university was an attractive alternative to the institutional model of the broad university. In contrast, analysis of two twenty-first-century cases suggests that aspirations to be recognised as a technical university were largely driven by adaption to external stakeholders’ interests. We discuss these findings in light of the emergence of the global hegemonic category ‘research university’. We also suggest that the organisational identity of a HEI may be tied to ideas about an organisational category through imprinting and path dependency. Moreover, we propose that changes over time in how categories are perceived may serve as an impetus to organisational change.

Academic Leadership and Governance of Professional Autonomy in Swedish Higher Education

ABSTRACT This article concerns how spaces of professional autonomy are defined and formed in Swedish higher education institutions (HEIs). Swedish HEIs have become increasingly characterised by rivalling principles of management and professional autonomy. The relational aspects of how a professional habitus is formed and negotiated in relation to management ideals and practices are investigated. The research methods used in this study were interviews with HEI management, strategic human resource management (HRM) representatives and research and teaching staff at three HEIs under different conditions of collegial influence and forms of management. The results show that professional negotiations are undergoing conversion pressures under New Public Management (NPM)-implemented governance, but because professional identities are strongly rooted in academic core values, they are relatively resistant to NPM imposition and encroachment. In light of this, the article offers a discussion on the dilemma of conforming to managerial demands and priorities without losing a professional self.

Evaluation of integration of sustainable development in higher education in Sweden

PurposeSince 2006, higher education institutions (HEIs) in Sweden, should according to the Higher Education Act, promote sustainable development (SD). In 2016, the Swedish Government asked the Swedish higher education authority to evaluate how this study is proceeding. The authority chose to focus on education. This paper aims to produce a report on this evaluation.Design/methodology/approachAll 47 HEIs in Sweden were asked to write a self-evaluation report based on certain evaluation criteria. A panel was appointed consisting of academics and representatives for students and working life. The panel wrote an evaluation of each HEI, a report on general findings and recommendations, and gave an overall judgement of each HEI in two classes as follows: the HEI has well-developed processes for integration of SD in education or the HEI needs to develop their processes.FindingsOverall, a mixed picture developed. Most HEIs could give examples of programmes or courses where SD was integrated. However, less than half of the HEIs had overarching goals for integration of SD in education or had a systematic follow-up of these goals. Even fewer worked specifically with pedagogy and didactics, teaching and learning methods and environments, sustainability competences or other characters of education for SD. Overall, only 12 out of 47 got a higher judgement.Originality/valueThis is a unique study in which all HEIs in a country are evaluated. This provides unique possibilities for identifying success factors and barriers. The importance of the leadership of the HEIs became clear.

Methodological considerations for identifying questionable publishing in a national context: The case of Swedish Higher Education Institutions

The overall scope of this study is an attempt at a methodological framework for matching publication lists at the national level against a combined set of blacklists for questionable publishing. Using the total verified set of publications from Swedish Higher Education Institutions (HEI) as a case, we examined the number, distribution, and proportion of publishing in questionable journals at the national level. Journal publication data was extracted from the national SwePub database and matched against three curated blacklists of questionable publishing. For the period 2012–2017, we identified 1,743 published papers in blacklisted journals, equal to an average of 0.5–0.9% of the total publications from Swedish HEIs. There was high variability between different HEI categories, with more established universities at the lower end of the spectrum, while university colleges and new universities had a much higher proportion (∼2%). There was a general decreasing trend during the study period (ρ = 0.83) for all categories of HEIs. The study presents a methodology to identify questionable publishing in academia that could be applied to other countries with similar infrastructure. Thus, it could serve as a starting point for the development of a general framework for cross-national quantitative estimation of questionable publishing.

Strategic choices in the design of entrepreneurship education: an explorative study of Swedish higher education institutions

ABSTRACT This article proposes a taxonomy of entrepreneurship education, with the aim of enhancing our understanding of how higher education contributes to society. Entrepreneurship education programs have become a prominent feature in the curricula of many universities and business schools. Often it is developed in parallel with national policy, as described for our empirical context of Sweden. We identify four types using broad principles in terms of four different key variables described within. To identify our proposed types, we perform a cluster analysis of all 37 universities with entrepreneurship educations in one country. Previous literature provides mixed evidence about entrepreneurship programs’ effect on the likelihood of alumni starting a business afterwards. Our contribution is to specify this taxonomy through broad principles, leading to interesting questions about the competing goals between theory and practice in learning outcomes. We conclude with suggested directions for future research and implications for higher education policy.

Language policy as ‘frozen’ ideology: exploring the administrative function in Swedish higher education

ABSTRACTThis article examines Language Policy documents within higher education institutions in Sweden. Its main focus is on how national language policies and policies for internationalization of the higher education are reinterpreted as local language policy. The analysis of ideologies surrounding the prescribed language(s) in meetings of decision making bodies in fifteen local Language Policy documents reveals how a monolingual national language policy is negotiated to accommodate an internationalized multilingual workplace. When the multilingual context of the internationalized university intrudes on the nationally oriented context of public administration, which favors Swedish as a default language, there are two solutions to be found in the language policy documents. (1) a temporary or permanent shift towards an internationally oriented monolingual context by allowing the use of another language, favoring English, or (2) a temporary or permanent shift towards parallel language-informed practices. Restrictive measures are found to construct situations where participation is made possible for non-regular non-Swedish-speaking members, while permissive measures provide inclusion for regular non-Swedish-speaking members, too.

From “Goal-Orientated, Strong and Decisive Leader” to “Collaborative and Communicative Listener”. Gendered Shifts in Vice-Chancellor Ideals, 1990–2018

Applying a critical gendered lens, this article examines academic leadership ideals. It draws on a content analysis of job advertisements for Vice-Chancellors at Swedish higher education institutions from 1990 until 2018. The aim of the article is to investigate to what extent masculine or feminine wordings have been used to describe the ideal Vice-Chancellor in these documents. The analysis reveals that a shift in the leadership ideal has taken place during the time period investigated. Before this shift, during the 1990s, the ideal Vice-Chancellor was described as competitive, bold, strong, tough, decisive, driven, and assertive. These wordings are still included in the job advertisements from the 2000s and the 2010s. However, a more communicative and collaborative leadership ideal also emerges during these decades. There is thus a significant shift in how the leadership ideal is described. This shift is analyzed from a gendered perspective, suggesting that the traditional masculine-biased leadership ideal has decreased in influence with the feminine, transformational leadership ideal acting as a counterweight. The article argues that the shift in leadership ideals, as constructed in the job advertisements, mirrors the increase of women Vice-Chancellors appointed in the Swedish higher education sector.

Professional support staff at higher education institutions in Sweden: roles and success factors for the job

This paper aims to analyse and discuss the professional support staff at higher education institutions in Sweden in terms of how they view their roles and what the success factors for them are. The study is based on semi-structured interviews with support staff from the fields of business liaison, internationalisation and strategic research support. The results show that the participants have shaped their own roles and see themselves as back-office staff. This can make it challenging for them to prove their contribution to the academic activities of education and research. Because they neither identify themselves as administrators nor hold academic positions, their ability to build credibility on a personal basis is a central success factor. Aware of being actors in a culture dominated by academic values and norms, they see a more transparent discussion of their roles as a desirable development in the sector.

More students of better quality? Effects of a mathematics and physics aptitude test on student performance

ABSTRACTThis paper examines whether subject-specific admission tests may allow Swedish higher education institutions to admit better-performing students. The performance of students admitted via a mathematics and physics aptitude test was reviewed with a focus on activity, retention, and credits earned, and the results were compared with students admitted in traditional ways, such as secondary school grade point averages (GPA). The results show that the students admitted in the test quota show a higher activity rate as well as a higher retention rate than most other students, but that they are not as successful as the GPA quota students in acquiring their intended credits. It is concluded that subject-specific admission tests seem to entail higher student motivation and that they therefore may be a valuable instrument to supplement traditional admission instruments. The observed differences in the study have generated a number of hypotheses that would need further study to fully understand the merits of different admission instruments.

Gold-diggers, supporters and inclusive profilers: strategies for profiling research in Swedish higher education

Widespread reforms of governance and funding of universities has taken place in most Western countries, many of them influenced by New Public Management (NPM), which includes intensified attempts by the government to steer academic research in a utility direction. One way to do this is through university profiles and priorities of research. This article aims to describe how the changing system of assessing and funding research impact Swedish higher-education institutions (HEIs) regarding the universities' internal organisation of research and research priorities. A study of seven Swedish universities and university colleges shows that governmental prompting on concentration of research resources in some ways has been followed by all HEIs. Strategies for profiling research are found to be done in different ways; including digging after ‘gold’, as supporting priorities from bottom-up or profiling only by words. Ambitions to profile research are strongest among the central university management and vice chancellors. In the lower layers of HEIs, academic norms prove resistant to quick changes.

Technical efficiency and productivity for higher education institutions in Sweden

ABSTRACTThis study investigates technical efficiency and productivity for Swedish higher education institutions (HEIs). One identified problem in previous research concerns adjusting efficiency scores for input quality. This problem is avoided using grades from upper-secondary schools. A second problem concerns heterogeneity with respect to subjects and institutions between HEIs. Using the Swedish national resource allocation system, students are weighted according to subject. For research production, a bibliometric index that allows for differences in publication tradition is used. A third problem when using the data envelopment analysis approach is the lack of statistical inference. Bootstrapping is used to approach this problem. The results indicate an average inefficiency of 12% and a productivity increase of around 1.7% per year.

“Unfair to women”? Equal representation policies in Swedish academia

Purpose – The purpose of this paper is to highlight how women managers in Swedish higher education (HE) both support and resist policies about equal representation, and to discuss which factors influenced if, and how, these managers took on the role as change agents for gender equality. Design/methodology/approach – The paper draws on qualitative semi-structured interviews with 22 women in senior academic management positions (vice-chancellors, pro vice-chancellors, deans and pro deans) in ten Swedish HE institutions. Findings – The paper highlights how these women situated themselves in an academic context where gender relations were changing. They supported equal representation policies in their everyday managerial practice and also by accepting management positions that they were nominated and elected to on the basis of such policies. However, they also resisted these policies when they experienced a need to “protect” women from being exploited “in the name of gender equality”. Research limitations/implications – The paper addresses the call for research on the role of women managers in promoting, or preventing, change towards more gender balanced organizations. The paper builds on a small qualitative study with women only interviews. The study is therefore to be considered as explorative. Practical implications – The paper makes a contribution to the research literature in the area of gender and change in academic organizations. The findings highlight how policies have different consequences in different settings and that people use their own (different) experiences when interpreting the effects of these policies. The findings thus show the varying impacts equal representation policies can have on women. Originality/value – The discussion in the paper is situated in a unique empirical context characterized by demographic feminization and organizational restructuring. Most international literature on women in HE and in HE management is based on US or UK contexts. Swedish HE therefore provides an interesting setting. The analysis also addresses the call for more research that takes into account the multifaceted character of HE and that discusses disciplinary differences.

Learning for the Future? Effects of Education for Sustainable Development (ESD) on Teacher Education Students

Currently, politicians, university representatives, scholars and leading NGOs share a strong belief in the ability of educational systems to generate positive attitudes to sustainable development (SD) among citizens, with the idea of Education for Sustainable Development (ESD) as perhaps the most apparent expression of this conviction. The aim of this paper is to investigate whether ESD might have the intended effects on teacher education students. More specifically, we account for the results from a panel study on the effects of a course on SD held in autumn 2010 at the University of Gothenburg (n = 323) on teacher education students. The surveys consisted of questions about the students’ concerns about various issues, including issues related to SD, and their attitudes towards SD and views of moral obligations to contributing to SD. The study included a control group (n = 97) consisting of students from the teacher-training programme at University West, which had not and did not include ESD. We find positive effects of ESD on almost all attitudes and perceptions, including e.g., personal responsibility in relation to SD and willingness to contribute to SD, while there is no noticeable effect in the control group. We conclude the paper by discussing the implications of our results for the idea of ESD in teacher training programmes at Swedish higher education institutions.

University choice and entrepreneurship

This paper aims at shedding light upon the impact of universities on graduates’ entrepreneurial choice. Previous studies analyze the relationship between the choice of university and labor market success of graduates in terms of their subsequent wages, employability or over-education, whereas the possible link between the choice of university and entrepreneurial choice is neglected. Using 1998–2008 data on graduates from Swedish higher education institutions, the paper finds significant variation in the impact of universities on the career choice of graduates. The results suggest that graduates with degrees in the social sciences, natural sciences, medicine and teacher education from more prestigious universities systematically differ from others in their entrepreneurial choice. At the same time, no statistically significant difference is found for technical science graduates.
